Deutscher Umsiedler were a historically interesting group of ethnic German immigrants or German nationals returning to Nazi Germany from Süd-Tirol, Bessarabien (in Rumania), the Baltic states, Croatia, the Soviet Union, Hungary and several other European countries. See reference map below.

Reichsführer-SS Heinrich Himmler plan to repatriate and resettle as many ethnic Germans or
Volksdeutschen as possible is quite interesting and well-explained in the 1941 book
Heimkehrer (Returnee) by Polizei Hauptmann Hans Richter.
Hitler made Himmler the Kommissar of the 'Office of Repatriation' and Himmler placed responsibility for the follow-through entirely in the hands of his SS and Police. Establishing entry points (Einwandererzentralstelle, EWZ) for the Greater German Reich in Graz, Belgrade, Posen and Trecks near Przemysl, the Sicherheitsdienst der SS (SD or Security Service) vetted, processed, logged, identified and passed on each and every returnee so that only ethnic Germans were permitted to resettle in Germany.
Once supplied with SD identification the Heimkehrer were examined by medical personnel, evaluated, provided with necessary food and clothing and assigned to temporary housing where they could reassemble their families.
The original 3-1/4 x 4-3/8 inch Nazi ID for sale on this USMBOOKS web page was issued to Alexander Olenieck at a Volksdeutscher Mittelstelle Einwandererzentralstelle, one of the official centers set-up to facilitate the vetting and processing of ethnic Germans wishing to resettle in Nazi Germany or Nazi occupied territories in the East.
The stamps show Olenieck was X-rayed and that he had been checked for the infectious eye disease trachoma (very common in Bessarabia and eastern Europe). The ID also has several handwritten notations by an SS administrative leader, Verwaltungsführer Rinke.
Deutscher Umsiedler IDs with metallic aluminum foil backs like this original were hung around ones neck with a string (see examples in the two reference photos above) while going through processing by the Nazi SD, before an actual
Umsiedler Ausweis was issued.
